Key milestone in Ukraine’s education reform

πŸ–– 😁 We are happy to contribute to the important process of #Ukraine’s education reform under the ETF three-year (2024-2026) programme ‘Supporting Education Reforms and Skills in the Eastern Partnership’. Starting from March 2024, GREATVISORY and PPMI | Part of the Verian Group have been supporting this first EU regional initiative aimed at enhancing the efficiency, quality, equity, equality and relevance of education systems in Armenia, Azerbaijan, Georgia, Moldova and #Ukraine.

πŸ“ βœ’οΈ Our activities included analytical reports and country profiles, peer learning (and other) events, capacity development needs assessments, functional reviews, and in particular, the Rapid Education Diagnosis (#RED) – i.e. the ETF methodology to map the state of education systems across governance, financing, equity and quality.

πŸ“ˆ πŸ“Š Since late 2025 we have been working on the #RED process in #Ukraine. As part of the broader recovery context, social recovery is a critical building block, and education is one of its key pillars. Currently, the country is managing one of the largest β€˜education-in-emergency’ crises in modern history, and at the same time executing an ambitious EU-aligned structural reform agenda. The focus is placed on #skills for #jobs – while improvement of infrastructure can be relatively quick, developing #skills takes time.

πŸ“Œ πŸ—“οΈ Last month GREATVISORY was pleased to participate in an important milestone: the ETF’s and World Bank’s joint #RED validation workshop in Vienna on 25–26 March 2026. The event brought together senior representatives of the Ministry of Education and Science of Ukraine, the Institute of Educational Analytics of Ukraine, other Ukrainian stakeholders, as well as education experts from the Commission, ETF, World Bank, and EU Member States, among others.

πŸ”Ž πŸ“‘ Designed as a working discussion, the event reviewed and enriched the initial findings of the #RED analysis, discussed European good/inspirational practices, validated priority areas and policy recommendations as well as agreed on next steps, thus feeding into the further #RED process and ultimately into the final #RED Report – one of the most important documents for the #Ukrainian education sector to be developed this year.
